Yes. And also I have to wonder how good a ruler Odin was - the kingdom's had at least a year of evil rulership at worst and no rulership at best, so Cecil has to reassemble the mechanics of government.
Given that we also know that Baron has a noble class (cf. the information about Rosa being noble-born in the instruction booklet for the DS remake) I assume that Baron operates on a largely feudal structure, meaning that the nobility probably got a heady taste of power while Cecil et al. were off saving the world, and they are unlikely to want to give that up now that he's back and being like "o hai, I iz king nao." So I wonder how that plays out, also.
